Happy New Year, and I hope you were able to enjoy the holidays and stay healthy.
I appreciate you bringing this to my attention and providing a copy of the letter. Attached is an email with accompanying attachments that I sent to the City Council on December 16, 2023 to assist with some background and history of past actions by previous councils related to the flag of the Former Republic of Vietnam.
Your suspicions are correct: I would never send official or unofficial correspondence addressed to the City Council in a non-official language and in a formal letter format. The letter you attached is a falsified document of an inaccurate and unauthorized translation of what appears to be my email. It is not an official letter of the city and this is not an authorized use of the city logo or city information. This is not what the city’s letterhead looks like and is definitely a forged document. I did not write this nor did I send this.
It’s disturbing to see that someone is falsifying a document to appear official and misrepresenting the City and myself. Because of the seriousness of this, I would love to chat with you to discuss where you received this letter. If you have any questions regarding my email or would like to clarify anything, please feel free to reach out to me.

Good afternoon Honorable City Manager Cordon,
Happy New Year to you, to the City Management and to City Staff.
Last night at 6:19pm I and about 19 others in a group text message received the
following letter in Vietnamese in what appeared as an official letter with the City
Logo and City address.
When I first saw it, I thought this was a letter from you, but then I soon became suspicious when I noticed that:
- It’s odd for a City Manger to address the Mayor and City Council in a non-official language.
- The Vietnamese language in the letter does not appear to be of appropriate language and official protocol – for examples: Thi trưởng instead of Thị Trưởng, Hội đồng instead of Hội Đồng Thành Phố, or addressing the Mayor and Council as “bạn” (literally means friend – there are many Vietnamese words for the word YOU though BẠN is not an appropriate word to address the Mayor and Council.
We hope to receive the City clarification on the legality of this Vietnamese langauge letter: whether is was an approved communication/translation by the City. Or is it an attempt to translate a communication of the City by someone and he/she attempted to slap the City Logo/Address to make it appear as an official Vietnamese Communication by the City and from the City.
Secondly, if there is a source English version that this Vietnamese letter was originated from, please kindly send us a copy of that communication under the Freedom of Information Act. If the City did authorized and approved the above Vietnamese translation, please clarify so.
